If even one of these conditions is not met, one is considered to be resident for tax purposes in Italy. Furthermore, under Italian law, one is considered resident in Italy, unless proven otherwise, if you are an Italian citizen cancelled from the registers of the resident population and emigrated to States or territories with a privileged tax regime (pursuant to Article 2, paragraph 2-bis of the TUIR). These are territories identified by the Minister of Finance's decree of 4 May 1999 and subsequent amendments and additions.
